In 1960, Roy was elected Representative from Colfax County to the New Mexico Legislature, serving three terms, where he served on the Banking, Taxation and Corporation Committees. From 1971 to 1974, he served as New Mexico Commissioner of Banking under the tenure of Gov. Bruce King.
