Taggart; three grandchildren, David and Rebecca Taggart, and Molly Salazar McGowan; and sons-in-law, Terry Taggart and Andrew McGowan; as well as many cousins, nieces, nephews and in-laws. Jessie was born April 19, 1917 in Watertown, TN. She graduated from Cumberland University in 1938 and went to work in Washington, DC in 1941, where she met her future husband. They lived for many years in Latin American, both in Mexico and Panama, where her husband worked for both private industry and the US Foreign Service. When they returned to the Washington area, Jessie began working for the National Institutes for Health in the Regional Medical Program, where she was grants administrator. She and Victor retired to Albuquerque in 1973. She was an active member of her church, St. John Cathedral, where she was a founding member of the Society of Mary. Jessie was also a charter member of the Albuquerque Embroiderer's Guild. In their retirement years, they enjoyed extensive travels, both in Europe and across the U.S. and Canada. Throughout her lifetime she was a mentor to many women, a good friend and loving mother, grandmother, and wife.
