Marvin Watts was born Wednesday, April 6, 1932 to William Ellis and Jewel Holder Watts in Portales, New Mexico where he was raised. On July 25, 1952 he wed Mary in the chapel at the Baptist Bible Chair, ENMU and the couple had three sons. Marvin has worked for Dow Chemical, New Mexico Military Institute, Southwest Potash, Amax, and Eddy Potash. He was elected to the New Mexico Senate. He is on the Board of Directors of Mountain States Insurance Company, President of the Board of Carlsbad Mental Health, and a member of Carlsbad Department of Development. He is also active in the management of the family ranch as well as a consultant for the potash industry. Marvin attended ENMU where he earned both a Bachelors and a Masters degree. He also did advanced studies at Kansas Sate University and Oklahoma State University. His professional activities included Vice-President of the New Mexico Cattle Growers Association 1992 to 1995, a Member of Bureau of Land Management District Advisory Council 1982-1988, member of Carlsbad Soil and Water Conservation District Board of Supervisors 1992-1994, Secretary and Treasurer of the Carlsbad Department of Development 1993, Vice President of the Carlsbad Department of Development 1994, President of the Carlsbad Department of Development 1995, a member of New Mexico Mine Safety Advisory Board (Governor Appointed) 1990-1994, a member of the New Mexico Bureau of Land Management Resource Advisory Board 1995-1999, Chairman of the Eddy County Labor Relations Board 1996-1998 and served on Carlsbad Mayor's Advisory Board 1996-2002. In 2002 President George W. Bush Appointed him as the federal representative on the Pecos River Compact Commission. Governor Bill Richardson reappointed him in 2003 to the Governors Blue Ribbon Task Force on water. Marvin's community activities included being President of Eddy County Fair board 1978-1981, Members Buyers Committee Eddy County Fair 1978-present, he served as Chairman on the Board of Directors for the Carlsbad Foundation 1978-1982, was a member of the New Mexico State University Foundation 1976-1979, was Vice Chairman of the Guadalupe Medical Advisory Board 1977-1979, was Lt. Governor, Division 2, Southwest District Kiwanis International in 1975, distinguished Lt. Governor of the Southwest District, Kiwanis International 1976, a member of the Board of Directors for the Carlsbad Chamber of Commerce in 1978, was a recipient of the Albert K. Mitchell Award as Outstanding Republican of New Mexico in 1977, was named Citizen of the Year by the Eddy County Fair Board in 1990, was a member of the Republican State Executive Committee 1972-1982, was the Vice President of the Carlsbad Mental Health Association Board in 1993, was the President of the Carlsbad Mental Health Association 1995 to present and was awarded the A. J. Crawford Humanitarian Award by the Carlsbad Foundation in 1993.The Carlsbad Veterans Honor Guard will perform military honors at the graveside. Survivors: Wife, Mary M. Watts of the family home; 3 Sons, Marvin Lee Watts, Jr. and wife Nancy of Carlsbad, New Mexico Mark Watts and wife Connie of Carlsbad, New Mexico Wesley Watts and wife Vickie of Carlsbad, New Mexico; 5 Grandchildren, Taryn, Kristin, Tyler, William Marvin and Cody all of Carlsbad, New Mexico 1 Sister: Shirley Pershall and husband Merle of Oklahoma City, Oklahoma. Services: Senator Marvin Watts, 71, of Farrell Drive, Carlsbad, New Mexico, passed away Friday, May 2, 2003 at St. Vincent Hospital in Santa Fe, New Mexico. He will lie in state Monday, May 5, 2003 3:00-9:00 PM at Denton-Funchess Funeral Home. Funeral services will be Tuesday, May 6, 2003, 2:00 PM, at First Baptist Church with Pastor Bob Bacon officiating. Interment will follow at Carlsbad Cemetery, Carlsbad, New Mexico. Denton-Funchess Funeral Home is in charge of the arrangements.
