RICHARD S. Judge Richard S. Wiles, 97, a longtime resident of Rio Rancho, passed away on Monday, February 19, 2007. Judge Wiles was born April 2, 1909 the son of T. F. and Gertrude Fletcher Wiles in Omaha, NE. He graduated from Omaha Central High School in 1928; was active in Omaha Community Theater from 1929 to 1930, he traveled with the Central Players - Stock Company in Eastern Nebraska and Western Iowa 1930 to 1931; married to Alice Thorin on July 16, 1932; served in CMTC-Citizens Military Training Corp. 1938-1939; graduated the University of Nebraska at Omaha - LLB and Juris Doctorate Degrees; admitted to practice law in 1934, before graduation, following three day law examination; law practice, 1934 to 1959. Judge Wiles was a member of Nebraska State Bar Association, American Bar Association; served in elected or appointed Nebraska offices, Justice of the Peace 1951-1953; Police Judge 1951-1954; City Prosecutor 1956-1959; Public Defender Dist. Court, 1960; County Judge-Scottsbluff County, Jurisdiction, Juvenile Court, Probate, Civil, and Criminal, 1961-1969; United States Commissioner, Jurisdiction of Federal Misdemeanors, and Preliminary Hearing on Federal Felonies, 1952-1969; Judge Nebraska Workmens Compensation Court, 1969-1977 (A division of Nebraska State Supreme Court). He was President: Nebraska County Judges Association, President: Nebraska Juvenile Court Judges Association, President: Platte Valley Community Theater Inc., member: Board of Trustees, West Nebraska General Hospital, Nebraska Boys Ranch, St. Christopher Child Care Center; member of Masonic Lodge, Elks Lodge, and a Shriner. Lieutenant, Nebraska State Guard; member - Scottsbluff Juvenile Court Advisory Board. He received honors in the following, Shining Light Award, Community Service, Nebraska; Commendation from Governor Exon, State Court Service; appointed Admiral of Nebraska Navy, Award by Gov. Tiemann for Community Service; Gold Award Municipal Judges Association. Judge Wiles was involved in New Mexico in the following; Member of Rio Rancho City Incorporation Committee 1979; Vice Chairman, First Rio Rancho Planning & Zoning Commission, 1981; member Police Chief Search Committee; member Building Committee Meadowlark Senior Center; member Rio Rancho Airport Commission; member Rio Rancho City Council, 1982-1985; Alternate Municipal Judge; Mayor Pro-tem, 1984; Mayor of Rio Rancho, 1985-1986; Chairman, First Sandoval County Planning & Zoning Commission; supervised review and codification of 178 separate Rio Rancho ordinances into Rio Rancho's First City code; prepared the Municipal Court Benchbook, a manual of Rules and Evidence and Procedure, approved for use by all 82 New Mexico Municipal Court Judges; served as appointed member of New Mexico Supreme Court Rules Committee for Courts of Limited Jurisdiction; served as Municipal Judge 1990-1997; chairman of Rio Rancho Charter Committee; incorporated and served as president of Westside Community Theater; during term as Mayor submitted ordinance that created Rio Rancho Department of Public Safety; representative to Council of Governments on Overlapping Planning and Platting Jurisdiction Committee; Chamber of Commerce Rio Rancho appointed liason between City Council and Chamber Executive Board; President, Rio Rancho Civic Association; member, Kiwanis, Senior Citizens, A.A.R.P., St. Paul's United Church of Christ. He wrote and published the History of Rio Rancho (3 volumes). Judge Wiles was preceded in death by his wife, Alice on June 16, 1996. He is survived by his son, Richard "Rick" T. Wiles of Rio Rancho; two grandchildren, Richard R. Wiles, and Allyson Frederick; and one great-grandchild, April Paulus. The Service for Judge Wiles will be held on Friday, March 2, 2007 at 2:00 p.m. in the Chapel of Daniels Family Funeral Services, Sara Rd. at Meadowlark Ln., Rio Rancho with Pastor Rick Donaho officiating.
