Obituary for Oetinger

Constance Ruth Oetinger, 66, of Normal, Illinois, died at 4:00 p.m., October 3, 1998, at her daughter's home in Normal. The graveside service will be at 11:00 a.m., Saturday, October 10, 1998, in Greenwood Cemetery, Clay Center, Kansas. A memorial also will be held October 13, 1998 in the afternoon at Walter and Frances Haussamen's in Albuquerque. Arrangements are by Carmody-Flynn Funeral Home, Bloomington, IL. She was born April 24, 1932 in Sterling, Colorado, the daughter of David E. and Eleanor M. Ramsey Park. She married Walter Lee Oetinger in 1960 in Albuquerque. He died in 1971. Surviving is one daughter, Aleda Diggins, with whom she made her home; one son, Douglas Lee Oetinger of Chicago, IL; one sister, Frances Haussamen of Albuquerque; two brothers, David E. Park, Jr. of Truth or Consequences, NM and William Park of Spring, TX. Mrs. Oetinger served most recently as Chief Executive Officer of Lincolnland Visiting Nurse Association in Mattoon, IL, and previously held administrative positions within the home health field in the following locations: Kansas, Missouri, New Mexico, Louisiana, and Texas. She held a diploma in Nursing from Presbyterian Hospital School of Nursing in Denver. CO. While raising her children as a widow, Mrs. Oetinger obtained a Bachelor's degree in Nursing and a Master's degree in Political Science, both from Wichita State University. In 1975, she was honored to be the first woman elected to the city council in Hesston, Kansas, serving until 1981.
